Administrative Services Division
Captain Antonio Sajor, Jr.

Captain Antonio Sajor, Jr. is the commander of the Administrative Services Division.
Captain Sajor joined the Stockton Police Department in 1997.
He served as a Patrol Officer, Community Police Officer contract-serviced to the Housing
Authority of the County of San Joaquin, and as a Narcotics Officer.
In 2007, Sajor promoted to Sergeant where he worked in the Field Operations Division.
He promoted to Lieutenant in 2011 and served as a Watch Commander, Strategic Operations Commander, manager of the Police Chief's Community Advisory Board, and as the Crisis
Negotiations Team Program Manager.
Sajor promoted to Captain in August 2014, and in January 2015, he took command of the Technical Services Division.
Captain Sajor holds a Bachelor of Science degree in Criminology from California State University,
Fresno, and a Master's Degree in Security Studies (Homeland Security) from the Naval Postgraduate School in Monterey, CA.
Field Operations Division
Captain Kevin Smith
The Field Operations Division is commanded by Captain Kevin Smith.
As a Police Officer, Captain Smith worked as a Patrol Officer, Narcotics K-9 Handler, Field Training Officer and Narcotics Investigator.
He promoted to the rank of Sergeant on November 21, 2011, and served as a Patrol Supervisor, Community Response Team Supervisor, and
Traffic Supervisor. He promoted to the rank of Lieutenant on December 18, 2015, where he served as Watch Commander, Traffic Commander, Honor Guard Program Manager, EOD Program Manager, K-9 Unit Program Manager, and Strategic Operations Commander in the Special Operations Division.
He has earned his Intermediate, Advanced, Supervisory, and Management POST certificates. Captain Smith holds a Bachelor of Science degree in Criminal Justice from California State University, Sacramento and is a graduate of the FBI National Academy, Session 281.
On April 2, 2022, he promoted to the rank of Captain and assumed Command of the Field Operations Division. The Field Operations Division includes Watch Commanders and Patrol Personnel.
Special Operations Division
Captain Joshua Doberneck

The Special Operations Division is commanded by Captain Joshua Doberneck, who joined
the Stockton Police Department in 1997.
Captain Doberneck was promoted to Sergeant on June 29, 2007, and was assigned as a
Patrol Sergeant and also to the Professional Standards Section.
Captain Doberneck was promoted to Police Lieutenant on February 1, 2013, where he was
assigned to Field Operations as a Watch Commander, the Strategic Operations Section,
and also to the Professional Standards Section.
Captain Doberneck promoted to the rank of Captain on November 1, 2020.
Josh holds a Bachelor's and Master’s degree in Criminal Justice from California State University, Stanislaus, and is a graduate of the
FBI National Academy, Class 263.
The Special Operations Division consists of Strategic Operations, Neighborhood Services, and the Traffic and Special Events Section.
Investigations Division
Captain Travis DiGiulio

Captain Travis DiGiulio was hired in August 1994 by the Stockton Police Department.
He served as a Patrol Officer for the first four years of his career.
He was assigned to the Gang Street Enforcement team in 1998 and later worked as
a Narcotics Officer. During his time as an officer, he also had the opportunity to work
as a Bike Patrol Officer and a Field Training Officer.
In 2006 Captain DiGiulio promoted to Sergeant. He was able to serve as a Patrol Supervisor,
Gang Street Enforcement Team Supervisor, Traffic Supervisor, and Robbery/Homicide Supervisor. Captain DiGiulio was promoted to Lieutenant
in 2016 and served as Traffic Commander, and Training Section Commander.
Captain DiGiulio promoted to the rank of Captain on November 1, 2020, and currently serves as the Investigations Division Commander.
He holds a Bachelor's degree in Criminal Justice from National University and has earned his Intermediate, Advanced, Supervisory, and Management POST certificates.
Technical Services Division
Captain Jonathan Swain

The Technical Services Division is commanded by Captain Jonathan Swain.
Jonathan joined the Stockton Police Department in 2004.He served as a Patrol Officer, Community Police Officer, Field Training Officer, and was a member of
the Critical Incident Investigation Team.
Jonathan promoted to Sergeant in 2014 and served as a Patrol Sergeant and then as the Department’s Equal Employment Opportunity Officer in the
Professional Standards Section.
In 2019, Jonathan promoted to Police Lieutenant and served as a Watch Commander, as the Personnel Manager in the Administrative Services Division – Personnel
Section, as a Strategic Operations Commander in the Special Operations Division, and then as the Professional Standards Section Commander.
On May 4, 2021, Jonathan promoted to the rank of Captain.
