Special Operations Division
Captain Kevin Smith
The Special Operations Division is commanded by Captain Kevin Smith.

As a Police Officer, Captain Smith worked as a Patrol Officer, Narcotics K-9 Handler, Field Training Officer and Narcotics Investigator.
He promoted to the rank of Sergeant on November 21, 2011, and served as a Patrol Supervisor, Community Response Team Supervisor, and
Traffic Supervisor. He promoted to the rank of Lieutenant on December 18, 2015, where he served as Watch Commander, Traffic Commander, Honor Guard Program Manager,
EOD Program Manager, K-9 Unit Program Manager, and Strategic Operations Commander in the Special Operations Division.
He has earned his Intermediate, Advanced, Supervisory, and Management POST certificates.
Captain Smith holds a Bachelor of Science degree in Criminal Justice from California State University, Sacramento and is a graduate of the FBI National Academy, Session 281.
On April 2, 2022, he promoted to the rank of Captain and assumed Command of the Special Operations Division.
The Special Operations Division consists of Strategic Operations, Neighborhood Services, and the Traffic and Special Events Section.
Field Operations Division
Captain Larry Lane
Captain Larry Lane commands the Investigations Division. Larry joined the Stockton Police Department in 2004.

Before that, he worked for seven years at the San Joaquin County Sheriffs' Office as a Correctional Officer and a Deputy.
He worked in the Field Services Division as a Patrol Officer, Community Police Officer, Field Training Officer, and the Investigations Division
as a Child Abuse/Sexual Assault Investigator.
Captain Lane was promoted to the rank of Sergeant in March 2012, where he was assigned to Field Services Division - Patrol,
Administrative Services –Personnel, and Investigations in the Family Crimes Unit.
Captain Lane was promoted to Lieutenant on December 1, 2017, where he was assigned to Field Operations as a Watch Commander and to the Administrative Services Division in the Personnel Section.
Captain Lane was promoted to the rank of Captain on June 2, 2022.
Investigations Division
Captain Jonathan Swain

Jonathan joined the Stockton Police Department in 2004.He served as a Patrol Officer, Community Police Officer, Field Training Officer, and was a member of
the Critical Incident Investigation Team.
Jonathan promoted to Sergeant in 2014 and served as a Patrol Sergeant and then as the Department’s Equal Employment Opportunity Officer in the
Professional Standards Section.
In 2019, Jonathan promoted to Police Lieutenant and served as a Watch Commander, as the Personnel Manager in the Administrative Services Division – Personnel
Section, as a Strategic Operations Commander in the Special Operations Division, and then as the Professional Standards Section Commander.
On May 4, 2021, Jonathan promoted to the rank of Captain.
Support Services Division
Captain Kyle Pierce
Kyle joined the Stockton Police Department on November 1, 2005. He served as a Patrol Officer, Gang Street Enforcement Team Officer,
Vice Criminal Intelligence Unit Detective, Mobile Force Team member, and a member of the Critical Incident Investigations Team.
On October 19, 2014, Kyle promoted to the rank of Sergeant, and served as a Patrol Supervisor, Community Response Team Supervisor,
Robbery/Homicide Supervisor, and a Critical Incident Investigations Team Supervisor.
Kyle promoted to the rank of Lieutenant on July 2, 2019, where he served as a Watch Commander, Special Investigations Section Commander,
Professional Standards Section Commander, Critical Incident Investigations Program Manager, and the Explosive Ordnance Detail (EOD) Program Manager.
Kyle holds an Associates of Arts degree from Modesto Junior College and a Bachelor of Arts degree from California State University, Stanislaus.
He has also earned his Intermediate, Advanced, Supervisory, and Management POST certificates.
On February 16, 2023, Kyle promoted to the rank of Captain and assumed command of the Support Services Division.
The Support Services Division consists of the Telecommunications Center, the Records Section, along with the Personnel and Training Sections.
Field Operations Division
Captain Brad Burrell
Captain Burrell was hired by the Stockton Police Department on June 26, 2006.
As a Police Officer, Captain Burrell worked as a Patrol Officer, Crisis Negotiations Team member, Critical Incident Investigations Team member,
Child Abuse/Sexual Assault Investigator, and Homicide Investigator. He was the recipient of of the POST ICI Investigative Excellence
individual award in 2013.
He promoted to the rank of Sergeant in 2014, and served as a Patrol Supervisor, Crisis Negotiations Team Supervisor, Emergency Services Unit
Supervisor, Critical Incident Investigations Team Supervisor, Personnel Section Supervisor,Recruiting Team Supervisor, and Peer Support Team Supervisor.
Captain Burrell promoted to the rank of Lieutenant in 2018, where he served as Watch Commander, Personnel Section Commander,
Wellness Program Manager, Investigations Section Commander, Crisis Negotiations Team Commander, and the Critical Incident Investigations Team Commander.
He has earned his Basic, Intermediate, Advanced, Supervisory, and Management POST certificates.
Captain Burrell holds an Undergraduate Certificate in Criminal Behavior and a Bachelor of Science degree in Criminology and Criminal Justice from
Portland State University (Summa Cum Laude), and he holds a Master of Arts in Leadership from Saint Mary's College of California. He is also a graduate
of the POST Sherman Block Supervisor Leadership Institute, Session 405.
On December 4, 2022, he promoted to the rank of Captain and assumed command of the Field Operations Division.
